What is a Tuner Kit?

A Tuner Kit is the same hardware as the complete system, but it does not include the fuel system upgrade or the tune. You supply those. It is the right choice if you already have a tuner or you are going past ProCharger's standard power level.

Does this fit my Harley-Davidson edition F-150?

Yes. ProCharger states that F-150 Harley-Davidson edition trucks with the 6.2L engine use the Raptor part numbers, which is what this kit is.
